What they are doing is asking for data they do not already have meaning if your a part of europe, they are suppose to by law
A: notify you officially and satisfy the GDPR in why they require said personal data to process in order to facilitate their business with you and,
B: If not notify anyone who falls under GDPR why they are exempt from requiring lawful consent and can legally institute the practice of using FORCE in the form of blocking your game purchases so as to acquire consent. LAWFUL CONSENT when an exemption cannot be claimed and DEMONSTRATED means it cannot be gained by FORCE,THREAT or DECEPTION.
If any of these tactics are used without lawful exemption, the Consent is NULL IN VOID.
It will be interesting to see if steam / valve come out from behind the curtain on this.
STEAM Requires our Information to make a Purchase, heck their even asking
us to pay Tax on top of that...
You know what Ubisoft does? They actually give us Free Discounts on the Store,
Yup, I think it's like 20% off anything we want in their Store on the Platform if
we buy from them... We get these Discounts when we reach 100 Points, & how
do we get them, by buying Games... But, but we don't even need to buy Games...
Because the Games we Play also offer points, Points we can use for the Discounts...
Their giving away Games at 20%, while STEAM asks for Tax, & Personal Information,
that they shouldn't be asking for...
Funny thing rewards were small DLC's only such as assassin creed 2, and what not, and those tokens on Uplay can be used for anything, like getting TShirt code for the PS Home, for avatar, which was kind of lame really, not gonna lie when I done this, but rewards were meh at best, but there was some thing like getting small extra mission in the game if you use tokens to unlock the mission, which that changed btw way back on PS3 early days.
Tokens later became merchandise, or limited choices for discount on games, and dlcs.
Now the tokens are just 20% off the cart you check out with, which is pretty much good, sad part only apply to Uplay games, which would be great to get other games not under Uplay, but hey I think it's good, but no the discount do not stack, can't stack 20% rewards, can only use one at a time.
It's not about a policy or agreement, its about the laws of various countries and needing to collect information for tax purposes.
You never have to sign or consent to following laws. Nor is there any legal obligation for a business to get you to consent to asking for your information to abide by them.
Also you've already agreed to the TOS and the EULA where you consented to giving them the ability to collect that information for tax purposes so even if you wanted to make that argument it falls apart.
Your free to not purchase anything and contact your government if you disagree with it, but its not unusual at all. Other sites like Walmart for instance when you order digital items have asked for billing address for years to calculate tax.
While (I am not a legal expert) even I know that just because there may be some "policy" or "agreement" (which in this case it is actually not an agreement if only because not only is there no signature(s) there is also no shell I say appropriate documentation which (to the best of my understanding) in of itself makes it invalid: however) does not mean that your fundamental rights just magically disappear.
