As far as Steam games are concerned, you will need to transfer all the files and do so correctly.
The backup and restore features won't work on some F2P games due to their launchers.
As for other games, try to transfer Steam manually and ensure to grab the ACF [appmanifest files].
As far as save-games are concerned, some of them may be stored locally and others are synced to cloud (considering that you have cloud sync enabled).

Steam will detect and verify all the files and validate them. Most of time you don't have to redownload nothing.

Steam doesn't delete unrecognized file, only wrong files (and redownload them). So even isn't detected as a steam game (and doesn't should happen), it will keep the files.
Anyway, i had a faulty SATA cable a couple of month ago, so before i was able find the coulprit i changed and formated my primary disk 5 times. Steam always recognized all the games on my secondary disk. Only a couple of them needed to redownload something, but not the whole games.
Steam is doing a lot of wrong things lately, but this feature is still working and is invaluable.

online only, nothing gets saved locally and when they shutdown in a year, you will lose everything anyway including the ability to even play the game.
