Personal data is data that personally identifies you. You being banned doesn't identify you there are millions of people that are banned and I have no idea who any of them are.

Personal data has a legal definition. That is the definition that stands up in a court of law and you keep calling on them to do it because "it's the law". Your banning status does NOT come under that definition therefore they can legally do whatever they want with that information.
No. Laws are set by countries (often groups of countries), not by individuals. As much as I'd like to be able to set the laws to whatever I please that's not how it works.
