I believe it is Steam>settings.>InGame>Ingame FPS counter, turn it off

Steam doesnt have a CPU/GPU monitoring overlay. Uninstall/disable the program that you installed that does the overlay.

I only use MSI Afterburner and it's not the MSI Afterburner overlay so i can't imagine what other program causes this.

Steam ingame fps counter is off.

It's there with for example Fallout 4, Prey and Ashes of the Singularity but not with Left 4 Dead 2.
Other games i have to install yet to verify.

Overlay is in simple white text and shows the FPS min / max/ average, CPU and GPU temp / %usage and speed and in little text the current time in the left upper corner.

See if your grqphics driver displays it. And while youre at it, what is installed?

Could be it's outside the game and in your windows, some program with your Nvidea GPU, in any game pause it then Alt Tab out of it to access the taskbar Task Manager processes, have a look at what is running there may help pin point what it is.

This only occurs with Steam, not with Origin or Ubisoft.

Makes sense some of my game capture tools like Fraps does the same. Thanks for posting solution.

"Steam doesn't have a CPU status overlay"
Yes it does, we are told how to get it up in the first tutorial. But not how to turn it off, because it is already turned off in there. The only thing I have loaded on my steam player is Hogwarts, everything else was loaded in the install process.

I do know how to get rid of it though, you have to do a full restart, I mean power off not just standby, not as straight forward as it sounds because hitting 'Restart' doesn't get rid of it.

Steam does not have that, it just has an fps counter. there is also no tutorial for that.

the deck is something else and this thread is not about the deck, the deck did not even exist when this thread was made.
performance overlay can be disabled on the 3 dot button menu.

if you dont have a deck either, the overlay is from something completely different.

The point of this thread is that the three dot item overlay control is turned off. That is why people are saying it can't be turned off, because it is already off. Turning it on and off there doesn't fix it either. Something else has turned the overlay on and it is clear that Steam do not know what it is.

But with no changes a full power down and then start, gets rid of it, for a while.
I don't even notice the FPS counter anymore. It is so tiny in the corner.
if you turn the steam fps on and chose a different corner to where the
current fps is showing...

do you get 2 fps stats on screen
another thought...

i dont use big picture mode... but does that also have a fps on setting..

the point of your post might be what you say it is about, this thread however is not.
