i can have multiple games running in background while they are in fullscreen

Depends on the games. Some games will pause when not the active window. This is based on how the developers designed the game and has nothing to do with Steam.

It wouldnt say anything. I have done exactly that have.
I have 2 desktops one monitor KB & M with a kvmp switch.
Windows 7x32 prof and windows 7 prof x64. Both are legal and registered to me with the same email account.
Some folks have 2 systems 1 desktop and one laptop. 2 different games is fine just cant play the same on 2 systems.

The first game is the game that will be listed as what you are playing.

Yes it's possible to run more than one game at a time, but only one game can be listed at a time.

It's possible to run multiple games as once.

Idling on Steam is done through this process with third-party programs.

You cannot, however, run a game session twice on separate PC's.

If you tried doing that, one session has to be disconnected.

You can run multiple games simultenously on 1 PC, you can ALT-TAB between them as usual, Steam will show the game for your friends at chat which had focus the last time. However, some game engines don't allow you to do that, for example the Source engine made by Valve prohibits running 2 Source engine games at the same time on the same PC (you cannot play Portal 2 while waiting for a match in CSGO). Some anti-cheat softwares won't work also, for example if the two games are using the same anti-cheat software, the second game will usually crash with an error message regarding anti-cheat couldn't initialize correctly or something like this (cannot play PUBG while waiting for a match in Black Squad).

You can run as many as your computer can handle, the max for Steam to track is 32 games and it will filter what game you are playing, most the time what ever game you have up.
