I have 200 mbps but Steam downloads games at 1MB/s
Whats the problem?

See if you're capped in the Steam settings. Steam > Settings > Downloads

That happened to me yesterday. I stopped my current download, restarted steam, resumed the download and let it run for a few minutes. Eventually it sped up. Keep in mind steam's servers get hit pretty hard in the first few days of a summer / winter sale.

Failing that, if you have an ISP with data caps, they could be throttling you if you've capped out your allocation for the month.

Or just change download zones. During last years sales I would change to countries I knew were asleep.

There might be 3 reasons for that. Some of that were already mentioned.
1) Download speed is capped in steam settings, in router or somewhere else.
2) Steam servers are overloaded, try changing region.
3) Because of slow HDD. Steam unpacks and installs game files as it downloads them. Check HDD load while donwloading.

You could have the fastest line in the world but if the server is capped at whatever then that is all you re goign to get. The limit is the server not your line bandwidth.

250megabyte/s .. that is a 2gbit line ... Steam can deliver that, in every download region at offpeak times.

the limit is always somewhere on your end.

+ CPU, decompressing and validating files takes cpu cycles and not too less.
check your task manager if you are maxed out on anything while a Steam download is going on.
also excluding Steam directories in your anti-virus/malware solutions helps alot.

Keep in mind OP that your speed is onmly the speed which data comes from your ISP to you. Most data has to make 2 or so hops beyond the ISP . A slowdown on anyone of those servers will affect you.
everyone is downloading games atm because of the sales so i wouldnt be suprised if thats why youre being capped

Confirmed its the server. Change server you're downloading from (Steam will restart) and find one that runs on something other than a hamster on a wheel hooked up to a mutant guinea pig typing on a 49 year old typewriter after feeding punch cards into a Touring machine.

But still,I have 270Mb/s (megabit/second) and that's roughly 30 MB/s, so OP should have very much enough to get more than 1MB/s on Steam
