If he puts up an itme and someone else buys it, yes, he loses that item, but he then gains a large amount of money and doesn't have to rely on that wallet.

Because if that were the case, it would be easy for Valve to block that. The fact that they make a cut of the sale shows that there's no harm done.
Only if there were some sort of abuse noted would they ever get involved, such as the recent Subnautica trading item and money laundering issue.
