For some reason, I can't change my community ID. I go to my profile, attempt to edit it, then save the changes, but they don't stick -- it just keeps reverting back to what it was originally. I've been able to change it without issue in the recent past, so not really sure what changed.

If it is the case that you need only wait a few minutes, then something is obviously wrong here. I've waited nearly 24 hours to no avail.
Are you unable to change name, or are you unable to change profile URL? Just to clarify.

I've tested it multiple times on an alternate account.

It doesn't seem as if your initial issue pertains to the cooldown.

Not quite sure what's the issue there.

your info was wrong, simple as that. this stuff is completely undocumented and sample size 1 is not sufficient to provide accurate information.
