There is no way.... none... to 100% prove age over the internet. As the saying goes " Locks only keep honest people out " if someone underage wants to get access to Adult content they will get it. Kids can get access to their parents credit card... drivers ID... or any other info to bypass that.
It's time parents ( and I myself am a parent of two teens on Steam ) stop using the internet and places like Steam as a "free babysitting space" and keep control of their kids viewing content and what they are doing online, and stop trying to blame it on the world and what the world is doing.
Parenting is a responsibility that they shouldn't try to pawn off on others....
AO content is by default not visible in the store, you have to actively make a chance in the preferences of the account.

Steam displays an age gate where the user has to enter their birthdate.
all comes down to parents responsibility using the existing parental controls within Steam or the operating system and of course, looking after their kids.

Yes it has... but Steam is just realizing that more ( or just as many ) adults play on Steam then kids... not to mention, the Adult(s) section is small in comparison to all the other games available.
And again, stop trying to pawn this off on Steam... start in your house, where control belongs.
Yes you can... it's called going into mom's purse or dad's wallet and getting it... kid's are smarter then you think...
I gift my kids the games, or let them share my games which i control.
That does not mean you can't have a credit card linked to the account when you're younger. So again, how do you verify that the account the CC is linked to, actually is from an adult?
