What's the point of a comments section if you can't post a comment to somebody that has reacted to yours?
It's not spam though.
and seeing what you call "talks going on" is just spam.
Their definition of spam is essentially "No discussions in a public place." My guess is that they've never been on the internet before.
This should be up the discretion of the author of said profile. Not Valve.
It might be their service, but they're also actively restricting users who just want to talk on (multiple) different accounts. Apparently this is considered spam by Valve, which is not the case. They could easily improve it by allowing users to choose how comments are managed on their profile. If you're allowed to make your profile private and disable comments, you should also be allowed to tweak how comments are handled.
If said user is spamming the same message five times in a row, then have an option to disable it, if said profile user wishes to have this happen on their profile, let them have it happen. (And this is just assuming that they are going to spam the same exact message, doesn't say anything about multiple messages in a row to discuss something publicly).
Just set this spam limit to each account as default like how game hours are set to private as default, and those who feel the need to change it, should be allowed to change it in their settings. That way people don't get screwed over by an obsolete anti-spam measure by disabling their function to comment on all profiles out there.
Then use the Chat. That's what it was made for.
