afaik the only system that allow player or user to have direct control over someone that they reported or voted is in a matter of vote kick from game lobby or something like that (aka doesn't have serious consequenses). Other than that, report about more serious things like cheating, toxicity, etc that have serious consequenses (ban) would always need to be reviewed and investigate first by the dev team.
And secondly, remember that steam support WOULD NEVER ever try to contact you directly. so if there's any new type of scam in the future that say "contact this guy, he's steam support" you know what to do. ignore, report and move on.
