That is done by either the game itself, or the video driver.
Check youtube.
Or you've got Vsync still enabled in games, and it's limiting FPS to your monitors refresh rate.
Then read the thread you necroed. You either did it via a third party program like your graphics driver or you have options set in your game like v-sync.
Steam cannot do it. It does not interfere with games or your graphics setttings.

Great. That will not help you, though.
Either look in the games settings and disable any FPS lock and V-Sync or look at your graphics control panel and see if you setup something there.
The facility doesn't exist in Steam. And the fact you can't find it rather shows that too.
You do understand the humna memory is flawed, right? Misremembering stuff is something we're very good at.
I'd be doing as others have pointed out - looking in your graphics card control panel as that's where you can make global settings like this. You're probably confusing the fact you did it there to ALL steam games, with steam itself.
