Gifting a Steam Game Key to a Friend IRL
I want to give a friend of mine a copy of Oxygen Not Included, but he does not have Steam. So my plan is to just give him a card for his birthday and write down the 25 digit code of the game (like the ones you get when you purchase a game as a gift in the Microsoft Store) on his card.

However, when you purchase a gift, does the recipient receive something that is similar to that 25 digit code, or is it just a button that says: "Click here to redeem your gift!"?

Also, because he does not have Steam, can I just make a second account and send the gift to that account?

If you send a gift it goes to their steam inventory then they can choose to accept or decline the gift so no codes. Sure you can make an acc for your friend with the gift just tell him to reset the email and password afterwards.

That woiuld be account transferring which is against the SSA.
Just tell your friend to make a Steam account. Or give him a thumbdrive with the steam installer.

free account registration, free download, enough free stuff on here to play too, there is no real reason to not have Steam if you have interest in games. you can easily trash weeks of gaming on Steam and don't pay a single cent. or maybe he simply does not want it to begin with and is still one of those people that likes to fill their shelfs with empty cases and boxes and put a disc in somewhere.

convincing him to just start using Steam should be the easy way if he actually considers it. then you can simply gift it over Steam ... which is also necessary for the mentioned game, since it is only sold on Steam and nowhere else, i can't even recommend you just to buy a Steam key somewhere since the game is exclusive to Steam while it is in early access and they dont plan to sell it somewhere else until its out of early access.
