Steam Wallet only works on Steam; and Diablo III isn't on Steam.
It's called "Steam Wallet" for a reason.
I def recommend Grim Dawn, plus it came out with a new update DLC that added a lot to the game, yesterday.

Plus it's on sale for super cheap price.
You mean a similar game to Diablo?, I can recommend you "Path of Exile".

Grim Dawn is more closer to Titan Quest. Path of Exile is closer to Diablo 2 but I find it's item drop system are so massively flawed that it's not fun to play anymore.
For example, in order to do far higher level maps to get the good items I need items from those maps to increase my DPS, resist, health and basically everything but I can't get to those high level maps because I lack those things.
Bosses at such high level just one shots my Ranger with little effort and they demand far too much damage to be taken down. This was at level 60 or 70 when doing those treasure maps.
So you'll find games in the same genre on Steam but you won't find anything like Diablo 3 on Steam.
Diablo 3 and Path of Exile are very different from each other. If he liked old Diablo 2 then yes he could give it a try but if he's looking for a Diablo 3 like game Path of Exile is not what one is looking for.
That's not to say Path of Exile is similar to Diablo 3 though; quite the opposite. I agree with what you're saying, having played both myself.

Also this series:

Titan quest isn't a bad game but it's a little too spaced out ion my opinion.
Speaking of Torchlight 1 and 2, they can be added on GOG too right now if you own the game(s) on Steam. The linking program is on again.
I agree with the Torchligh games.
GOG.com will give you a DRM free copy if you already own them on Steam as well, if you use their GOG Connect. At least for another day or so.
If you get this one, be aware that the first game has issues, in the swamp area, with framerate. This is reguardless of settings or hardware it seems. Other then that, it is a good one as well.
Here is another good one:

It is more action style, but still diablo like and fun to play.
