Blue Thief Invincibility Bug

For whatever reason, the blue thief in alpine ridge is invincible, i can catch him after he jumps down from the ledge, and then breath fire and ram into him as much as i want, but he won't die. I'm at a loss as to what i'm supposed to do about it
