That's different from the PS1, where he was just walking on his own to the next tree
How did I do it? Like this:
1. I set custom settings to HIGH;
2. Quit to main menu;
3. Start Spyro 2;
4. Go to Shady Oasis level;
5. VOILA, IT IS FIXED, NOW HE CAN JUMP!;
6. Then I changed it to LOW as it was before.
Then after finishing the level I tried with my current LOW settings if it was fixed for later uses, nope, it is still buggy in LOW settings. So, basically it always, always, ALWAYS, and always glitches in LOW settings, at the very least for me. If you have set settings to HIGH or ULTRA, then change it to LOW, that will fix for you, and it is not just logical advise, I read many forums before this, and wondered that everyone plays on HIGH settings and they fix it either decreasing FPS to 30 or making it UNLIMITED, or/and changing custom settings to LOW. So, I thought if they do it that way, I will do it vice versa.
I'd blame it on Unreal Engine more than the devs here
The engine is supposed to abstract lot of stuff enough to no get different experiences on different hardwares... but heh
