Yes, and according to the screenshots, you didnt do the Mushroom Speedway in the first World.

That could be confusing for players of the Reignited Trilogy because back in the original Spyro 3, the Atlas (it was called an Atlas in the OG game) also showed levels you didn't play yet; they just left them greyed out until you entered them making keeping track of levels you haven't played yet a little bit easier.
