Yeah you can still get out what I would say is the "intended" way, at either the island or the wooden lowered platform. But it's stupid you can only make the jump on the grassy side at 30fps.

Holy cow! I thought this was an oversight by the developers, or a way to force the player to jump unto the small island. Yeah that's definitely a bug. Fortunately Cheat Engine could easily fix this issue. You just need a way of finding the jump height variable.
I still cleared the level just fine.
I wouldn't. It looks much better at 60. Usually if I get stuck on a part I cap it to 30 to see if that makes a difference, for some stuff it's easier, but the game works fine at 60 for the most part.
I think it's an issue with the collision not working at 60 frames. I don't know about this stuff but I assume the engine isn't detecting collision fast enough, so Spyro slips off the ledge before the game think's he is on top of it.
In my case, I played the full game at smooth 30fps and found no issues at all with any levels.
