I don't understand the process so much, but what I do know is that the files in UE4 are compressed into large files with the extension .PAK, usually inside the "Paks" folder. In the case of Spyro Reignited Trilogy you will find these files in C:\Program Files (x86)\Steam\steamapps\common\Spyro Reignited Trilogy\Falcon\Content\Paks\.
In this case, there are three large files: "pakchunk0-WindowsNoEditor.pak", "pakchunk1-WindowsNoEditor.pak" and "pakchunk2-WindowsNoEditor.pak". You will need to extract each of these large files with a program such as QuickBMS (you will need a script for extraction).
The process of extracting the .PAK files takes several minutes, depending on the quantity and size of each one. Another detail is that the extracted files usually have twice as much size or more than the compressed files, so you will need at least 72GB for a complete extraction of Spyro Reignited Trilogy.
After extraction, then you will have access to every files and will be able to make changes or create modifications. With the modifications made, use a program like u4pak.exe to compress only the files you have modified (respecting each folder and path), thus creating a new .PAK file, which will be your mod. To use the mod, go to the original "Paks" folder, create a folder called ~mods and place your .PAK file inside it. Start the game and if all goes well, it will recognize your mod.
