The was a tutorial when doing it with hunter the first time.
weird, don't remember to had any problems with that part in my playing, but I agree that skateboard is a bit chunky
there are two type of ramps: blue and orange
on a blue ones, Spyro, by default, moves forward off a ramp, but if you will hold JUMP button and release at the right time (and ramp's geometry allows it) then Spyro will do a half-pipe on said ramp
on an orange ones, in opposite, Spyro does half-pipe by default and if you hold JUMP button and release it at the right moment, then he will move forward off a ramp and jump (of course if ramp's geometry allows it)
it is all about right timing when you press a JUMP button - you have to hold it when Spyro hit the ramp (the very tail of it) and release the button as soon as the ramp ends
I also find the skateboard challenges a bit easier using the d-pad instead of the analog stick, but feel free to experiment with whichever works better and feels more comfortable for you.
On that note, are you using a keyboard? Platformers like this generally feel better to play with a controller connected.
