There also may be something that stopped them from translating the game, let's say C1, they guys behind translation for fallout new vegas and region locking the game for eastern/central europe countries under Russian version and locking them out of english discussions on steam (Including me)
They may not want to translate it for the cash they offer, or simply activision does not want C1 to pull Bethesda again.
