If you delete save file, you will lose all unlock data.
If you want, there is a way to reset all.
During the game you can find input field for player's name left top corner.
If you type "neoversecheat$init" and confirm it, you can reset all data.
Again, you will lose all unlock data together, which means the game will be the same as state when you bought first.
I hope you do what you want.
Thanks man.... yes... I already know what i'm going against....
It's just the fact that i want to start from scraps and dust...
EDIT: Found the information I was looking for at https://www.pcgamingwiki.com/wiki/Neoverse
Of course this was only after I uninstalled the game attempting to get it running again, so I'll have to wait for the game to finish redownloading to see if clearing those 2 folders fixed the issue...
EDIT: Nope... Clearing that data & redownloading with Steam Cloud data off for this game, game still won't run.
UPDATE: Managed to get it working again, but I had to fully restart Steam, must've been some configuration that got carried over when I attempted to run the game on my nVidia Shield Pro (aka Shield TV)...
