The forest was cited by the port dev to be intentionally locked to 60fps because of how the game engine renders things and how much is required to be loaded there. It's the only segment of the game that is forced locked to 60fps or less. Everything else is uncapped if you wish it to be.
The only problem I've had with the game was 1 crash and arts graphics effects occasionally disappearing in combat: https://steamcommunity.com/app/991270/discussions/1/2145343189634639153/
Those shadow-related features can crunch those mid-tier GPUs. Even latest high-end GPUs may have a problem if you set shadow features to highest and also maximize the rendering range. Framerate will drop in some forest maps full of grasses & leaves.
