To me, the problem with Altina is that we have seen her before. Thrice. She is both yet another Rei Ayanami expy (cold, robotic doll like girl - probably with some sort of traumatic or supernatural past - whose character arc involves "defrosting", culminating in a scene where she smiles or cries), which we had with Renne, Tio, and Fie in prior games. And she is yet another surrogate daughter figure, which we already had with Renne and KeA. Altina doesn't really bring anything new to the table. The only time I was really interested in Altina was when Millium tried treating her as her little sister.
I'm personally hoping that if we get a surrogate child again, that it's a shota. I don't think Falcom can do anything interesting with a fourth surrogate daughter loli. Give me sons!

* as it happens Fie is my actual favourite character, and that's in part because she's *not* the 'unemotional girl learns how to smile in the end' trope but if anything, a subversion of one -- she might initially appear like "Rei expy" but it quickly becomes clear she's simply keeping her guard up in presence of strangers she doesn't *want* to get attached to (as opposed to not knowing how human relationships work) That guard comes down *fast* and for most of the CS1 and onward Fie is her actual self -- she's easygoing and unflappable, but protective of these she considers her 'adopted family' and takes pleasure in lightheared teasing and trolling these she cares about. She's in this sense nothing like Altina, to the point the others from old Class 7 actually call her out on this in CS3, when the subject pops up during their reunion.
* Altina genuinely has limited understanding of emotions and is reserved in displaying them, but her actual weak point and what she learns to overcome is inability to realize, express (and eventually follow) her own personal preferences. Even then, this is only a part of her character; another, just as large part is that she considers herself a professional when it comes to carrying out assigned tasks, and someone at least as capable in terms of combat prowess as members of the old Class 7. She's (adorably) earnest in this regard, takes pride in it, and it frustrates her to no end that Rean who was put in her charge is treating her like a small child that needs to be protected all the time, to the point where she begins to question her own skills (and discovering there's some areas like soldat piloting where she comes bit short compared to people with less overall experience only adds to that insecurity). In this sense she isn't "yet another surrogate daughter figure" but rather the opposite -- that's how *Rean* may be erroneously treating her, and it's part of his arc to finally, eventually acknowledge that she's *not* one, and she's always been his "business partner", someone on pretty equal terms.
(ironically enough it's Millium whose entire CS1-2 arc culminates in the "learning how to cry" scene)
