Exodus Fleet recruits never arrived

Warpped into a sector with the Exodus Fleet. Recruited two crew members, was there for a while refitting my ship and the crew never arrived. Checked the fleet recruit pool, they still showed 2 of the 4 originally there. On the current saves I can recruit one of the two remaining crew and they will arrive right away. So it took my points and removed the previous two. Loaded a previous save but it's further back and the fleet isn't in the same sector. Can't reproduce this.
