Settings XML file changes game settings even when its set to Ready-Only

The game ignores the Read-Only settings that I saved on the XL file properties. It automatically sets the hertz value from 100hz to 165 hz.

This is the only game in my collection of 73 games that does this. I play all of my games at 100 Hertz. The 165 hertz setting produces oversaturated and extremely bright colors that my eyes can't tolerate. Please advise how to correct this. Thanks
