Post Game Haven Foundation Refugees

Hey Yall! there's a small (not so much bug as it is oversight, which is completely understandable given a game this encompassing) issue in which I have about ~30ish Haven Foundation Refugees, which there are no bases or (in the case of post storyline Exodus Fleet) to return them to, Is there anyway I can get rid of these people without jettisoning them into the void?
