Crew randomly chilling on derelicts

Title. Cant really tell what part might be the bug. Asteroid base mode, 16ish people. I have a handful of cleared/scrapped clean derelicts drifting across the map and my shuttles will just... randomly fill with people and drop them on the empty ship where they just. Hang out. Walk around a little. Then immediately travel back. No items, no tasks, no nothing.
So far it SEEMS to happen only when there are npcs left on the ships. Twice i have not taken/saved haven refugees (dont wanna bother) and they stay wandering around on the derelict, and those seem to be the ones my guys visit. Haven't exactly tested it.
The only way i can stop this happening is to draft all my shuttles but that messes with services. really annoying.

I think they are going over to socialize with the refugee.
Which is funny since everyone is in a suit.

The drafting of derelicts should work, and once the airlock runs out on the derelict of O2 (since they shuttles dont bring any anymore) the refugee problem should solve on its own.
