PSA regarding research halting/won't complete due to an Experiment requirement
This happened to me earlier, and has happened in the past, so I am posting my workaround.

I was researching the chemical refinery, attempting to make fertilizer for my crops. The research was halted at the first stage, and it was saying the Experiment: Raw Chemicals was incomplete, despite me having the raw chemicals in inventory. I found out that because there was another research project that was attempted before the chemical refinery for which I didn't have the resources for it's requisite Experiment step at the research workbench, it wouldn't allow the Experiment: Raw chemicals task to be completed at the workbench, even after deleting that other research project from the research queue.

The workaround that i found was deconstructing the previous workbench and building a new one. Building a new workbench in addition to the old one may also work, but the old logjammed one seemed not to take any other input. It seems like a lot of these situations are resolved by dismantling and then rebuilding, even in other construction projects.

Hope this helped you before it helped me, as half my arboretum was empty for lack of fertilizer and my crew was starving.

This happened to me with researching Bulletproof vest just now. I had all items necessary for the experiments.

For those who come after: I had to cancel/remove ALL research in queue so that NOTHING is being researched. Then I had to dismantle the Research Workbench and build a new one, like OP said.
That kickstarted the experiments, and my research guy is now working on it.

Very interesting.

My experience when encountering something like this was giving it time.
It took a lot longer for them to find the necessary item, but they found it.
(Sometimes 6-9 days.D)
And they were able to continue research. And i usually queu up the research things in order and often reorder them.

it does seem like they can "forget" what research they were working on at the prerequisite stage where it needs some item broken apart to study it; the problem is it's not always. 'always' bugs are easier to troubleshoot, figure out where in the code something isn't right.

sometimes pausing the queue works, reordering the research queue so something else with workbench prerequisites gets carried there and the other one's carry-there order gets cancelled. it's like the carry task gets 'stuck' it's assigned to that research workbench, just never gets brought there. you build another, or dismantle and relocate, and then it frees it up, gets resubmitted to the pending jobs, and things progress.

these outlier cases, where it works 37 times fine, and the 38th, why are you not doing what you did those other times!? all we as players can do is try to keep track of the relevant information, and pass it along. which you're doing now. :-)

it's made worse by a reload. sometimes things go wonky. you're like this is dumb. you exit and reload, and hey, everything's fine, running like clockworks. so if you had submitted that as a bug report, they would have loaded it, gone huh everything seems fine here... cause it is.

it's infuriating having gremlins that disappear, cause you really want to find and smush them, but wow are they elusive!

Whenever you do research that requires an experiment that you don't have enough of, it stalls the research queue and you can't do other experiments you do have enough for.
