Also, it may be waiting for you to trigger it by your own Fortress growing a bit... An Undead Siege is a tough thing.
But, just wait - If there's someone there that doesn't like you, they'll be around shortly...
PS: I think an undead Tower can be cleared by other events going on in the World. Not sure, there. But, spots on the map tend to get new tenants if they're overrun, too. Towers can show empty and not be governed by anyone, but they may have some beasties in them as well as artifacts to plunder.
Go to the world map and find it. Click on it. You should see if there's anyone there, how many, what they are, who governs them, etc.
