Otherwise the "closest" to a dwarf-fortress i can think of would be Rimworld.
Oxygen is fun too but with mods? Rimworld can be quite a beasty game with them, wanna play as some indoor cavern cannibal raiders that eat the enemies and wear their leather? Got it. Wanna play some transhuman bio-enhanced glitter soldiers armed with full tech weapons? Got it too. Or wanna be a pure mediavel tech game? Or zombies? Star Wars? There's a lot of stuff you can do, and you can define it by the mods you subscribe
The first time I played it I thought of refunding it....I'm glad I reconsidered, Rimworld is without doubt my favorite game of all times
People have already given some of the ones I was oging to give, like Dominions 5 or X3 (X2 is an option too). You have a game called Aurora 4x too, if you enjoy games that are hard to udnerstand but give you a lot of freedom. Basically a 4x game where you can design several of the components of the ship, like the radars or engines which can take a lot of trial and error and understanding what they do.

Some of them aged poorly, specially Clear Sky, but they are great. You can both wait untill you finishe the stories or hop right into modding, with mods like Anomaly that combines the maps of the 3 games into 1 big Zone to explore and hunt for loot. They are very atmospheric and immersive.

Rimworld is OK, but you can kind of predict when your colony is going to get ruined, rimworld industry mod for extra mayhem.
Terraria? No.
Minecraft with mods is a hassle to find the right mods or try to keep it interesting, most mod packs suck.
heard of kenshi, watched a little bit, seems okay.
fallout is a alright choice, it has story but for the older fallout 3 and below you need compatibility tools to run them and they can be buggy.
project zomboid is okay, if you consider it a complex game. its just about skill grinding anyways. mods help.
if anything id not even bother paying for the games, they aren't worth your money and trying to make it worth your money is horrible, rimworld is 60 bucks and i could've easily pirated it. thats 60 bucks i could have spent on DMV fees or etc, its a waste of cash, and tynan is only releasing more paid DLC's.
id play more cata tbh, and have been.
aftershock in the experimental adds a bunch of cool ♥♥♥♥ to play around with.
so far ive just pirated just some other crap, game dev's dont deserve your money if their game is gonna be a utter paywall or crap.
and since Pitaden mentioned SS13, I DO NOT RECOMMEND IT.
byond is a ancient 1993 piece of junk software, and ss13 mods are quick to anger.
i've been banned off of almost every game, and have to figure out linux to be order to just even join a server due to the ban evasion tools i need, the HRP servers are extra strict too, and the antags usually are boring with their method.
