This is NOT legally hacking. This is cheating.
And that is against terms of service, but not law. So don't confuse these things.
Do what other people do, as there's a mantra on Steam. Report, block, move on.
There's several plus sides to this approach. Reporting obviously supplies those that can do something about it with the details.
Blocking means you don't have to see them (although obviously that might not happen in game).
Moving on means you don't waste your time with some of the fallacious ideals that especially younger players tend to do on here - the old tracking them down or watching to see if they're banned. THat is not only fallacious because you often CANNOT tell what action they received, but it's not good for your enjoyment.
So, just do that - report, block, move on.

Someone like myself pointing out demonstrable fact does not make me a cheater.
I don't cheat excpet occasionally in single player games if I've completed it and really enjoyed it,I love to go back and mess around with it.

If this is so, then you should be applauded for your comment. It is a very mature one, and very well made.
The simple reason is this. A few short years ago, you had to either hunt down trainers (usually on questionable sites), or do you own thing with CheatEngine.
Nowadays though, there's places like WeMod who do a really good accessible front end with cheats for all sorts of games supported and updated.
I NEVER EVER cheat online (I rarely play online anyway, and even then mostly co-operatively), but I love to cheat in single player games. I happily use cheats to either experiment or piss around with a game once I've completed it. Take Dark Souls 2 for example. I have that on 360, and played it as far as I'm going to get, before I'd had my fill. So I picked it up cheap on PC just so I can cheat and nose about all the hidden stuff.
Of course, having a nice well made cheat utiltity means that you WILL get arseholes who lack scruples and will cheat online.
