It's admittedly very poor design.
Getting there on normal. It was very easy on assisted.
There are a few strategies on youtube to beat it under a pair of minutes without any item.
Standard: The boss stays stunned way too long so you can "one phase it"
Hardcore: You can put in one battery each time he is stunned so Jill says more stuff and you use more resources and it lasts a good length.
Inferno (and maybe Nightmare haven't seen it yet on there): The boss is ridiculously aggressive and you absolutely need to get good at dodging or you are super dead. Not for the feint of heart and it is likely going to be a while until I try it.
If your aim is bad I recommend stocking up on handgun ammo, using the burst handgun and shooting his weakpoints with that since it makes it a lot easier to hit them. Then you just need to get used to dodging which, frankly, is the main action aspect of the game so the final boss is your final exam in it.
On Nightmare he's one tough ♥♥♥♥♥♥♥♥♥♥♥♥.
Dodge-counter when swipes, just dodge when he slams and keep your dodge ready as long as he has his hand up, always keep your eyes up, rely on your eyes instead of a consistent timing that doesn't exists, and do not walk into the gas.
If it hits you with his shockwave, that's a sign you're taking too long (= you're too weak = you wouldn't be able to beat it anyway) so he decided to do you a favor and just end it there.
You can dodge-counter by pressing the aim button instead of dodge: this way you'll get a quicker shot.
Also, save as much MAG ammo as possible. If possible, only craft MAG ammo and never use it until this boss. I don't know about Inferno, but on Nightmare 1 bullet is good enough to pop 1 pimple
Flamethrower Nemesis is a joke, you just go around a bunch of wood and wait for him to
stop for you to shoot him.
Both Dogmesis forms are ridiculous, RE bosses should feel like they want to kill you, so having them start running around for no reason, only to be blown up by a mine or playing hide and seek behind a generator is the most stupid thing I've seen a RE boss do, and I've seen RE bosses do stupid stuff in the past.
Final Nemesis form on Nightmare and Inferno, you feel the intention to murder you, no matter what. Maybe they went a bit over board with the one hit kill moves though, but that only made the fighting the more tense, the fear of losing your progress with the boss was real.
I have a lot of criticism against this game, but final Nem, even when it took me a while to defeat him, was the only really satisfying gameplay moment I had. Having Nicholai killing you after defeating him on in Inferno, now that's stupid.
2nd floor hospital, as Jill, outside Nurse's station there is a bunch of stuff to the left. Jill will say something and you can go through it. Jump down to the courtyard and there is a box with the magnum.

Yes, but not on Nightmare. For that, the MAG helps a lot.
