Making a 2nd model's animation takes a lot of time, so they just used Monster Hunter's moveset to save time. so the model has to compensate for that.

There doesn't have to be an explanation as to why certain mutations are the way they are in RE.
In the original, Nemesis' final form was essentially an almost destroyed torso that revitalized into a weird giant frog-like form after absorbing a dead tyrant's flesh. It was never explained how it could do that, and it didn't matter.
That's all RE games, the viruses do impossible things such as creating mass out of thin air.

Sadly that's probably the case. Shirtless Tentacle Neme was just too expensive to animate or something. That, and they realized they were not going to have him stalking you any more anyway so might as well make him into the usual giant RE boss monster.

Guess what? That's *exactly* the case. The original's first two stages of Nemesis were almost identical in terms of gameplay, shirtless just had one or two more attacks with the additional tentacles.
And tbh, it could be worse than using Monster Hunter-movesets. That actually sounds awsome if you ask me.
As a Monster Hunter fan who has played a ton of Monster Hunter world as the newest game I can safely say Nemesis second form does not use any movesets from that game unless they are counting the old "It's a four legged monster that uses a charge or its front legs to attack" which is not remotely related to Monster Hunter at all and well, how do you expect a four legged creature to attack?
I didn't really see it that way either. With quadropeds there are certain typical moves, and people just say it must be ripped from MH because it's another Capcom-series.
