Can't install bigger mods + game crash
I'm having trouble installing different world packs. First of all the need to have the game turned on to even download the content is pretty annoying. My internet connection doesn't belong amongst the fastest where I live, so a download takes multiple hours. So I left my game running for most of the day and tried to download the Eastern European pack, and always ended at 53% and a game crash when trying to log out. It happened to me for the third time in a row. Not being able to access a regular Steam workshop and download without the need to turn the game on and have my graphic card for a spin, is one of the most anti-consumer practises I've ever seen. I'm done with CO and this game. You cheated me out of 60 euro for an abysmal mess of a city painter, I'll survive and know who not to trust next time. I'm out, won't forget a negative review on my way.

CO has made many mistakes I agree, but I think it's a bit harsh blaming CO because your internet is bad.

I genuinely hope you get a refund, but 'several hours' might be a problem.

You can draw whatever conclusion you like, I could care less, but I'm assuming it's not on Steam WS because CS2 is crossplatform, unlike CS1. Pretty common issue with modded games.

(As an aside, I just tested the EE pack download, my theoretical maximum on AU NBN network is about 40mbps. I started it at 18:24, it was finished when I looked at 18:47. The problem is not Paradox servers serving '15 kBs'.)

I wouldn't mind the time downloading, if the downloading would actually progress above 53%. Sure I live in the mountains with a internet connection via a 5G simcard from mobile operater. Games sometimes take me up to 2 days to download. I don't mind downloading in the background, or over night/workday. I do mind having the game running while downloading and repeatedly not being capable of finishing the installation. CO made the user unfriendly system that doesn't even work properly. I don't have simillar problems with any other game. On steam I download on nice days with good weather up to 2 mb/s. Here I'm downloading 1 GB od data at least 3-4 hours. That's not my connection's fault as bad as it is.

What you should definetly do is use skyve mod manager, you can download stuff from outside the game with it
I always seem to get a crash downloading region packs, but It works after a restart. But it only takes about 2 minutes to download them for me (My internet may be a bit unusually fast, but still hours seems weird).

Quite apart from your math sucks since it was 3.5Gb download, it was evening with 3 others users swinging off the connection so it was never coming down at 40mb/s.

That aside, it is nothing like '15 kB/s', as you stated, and it certainly didn't take several hours as OP stated, despite my pretty ordinary connection.

Sure, crashing during or after download could be CO's fault but an individual's internet speeds are absolutely not CO's fault. That fact stands.
You can download mods offline from the paradox mods site.

Just click "Download" rather than "Add".

If you download (and install) them manually, they will not be part of any playset.
If you have it in your playset AND downloaded it manually, you will have two instances of the same mod installed.

If there is an update to the manually downloaded pack, the game would not update it.
it would be your job to notice that there is an update and it would also be your job to do the update job manually.
