Report a translation problem
I only know disasters, they´re already off.
The not so easy way is by enabling development mode and disabling or changing the climate from the development console.
But it´s not playable with these buggy effects.

Look at my harbor, my full town is like this but much worse, if I zoom out.
It's just a map on top of the texture.. Nothing else and judging by the looks of it - made with bare minimum effort to pass as "winter".
Fact is that half the game are lacking in winter assets.
Though I would argue that were I live, there's rarely enough snowfall anymore to say this is entirely unrealistic. Pretty normal to see green grass gardens in the winter.
I figured out how to unlock the editor,make my own map and set that map to a 'San Francisco' climate that has no snow.
The fact there is no snow on the roads, and many other items, makes the effect incomplete and a failure. Let alone no accumulation or snow removal equipment.
But I guess that would just slow the game down more.
They just need to scrap the snow entirely.
Actually, some road maintenance vehicles spawn as trucks with a snow plough when there is snow. I assume it's just a visual thing, but it's possible it has some effect on snowy road conditions in addition to the road maintenance mechanic, but probably not.
But yeah, snow needs work.
In addition to the issues already mentioned some trees seem to have zero snow texture, while on other trees it doesn't show the snow texture until you zoom all the way in.
That said, I do still like having the season changes, I wouldn't want to see them removed.
Anyone gotten the rectangular shaped snow in the mountains?
