According to the shown keyboard layout in the manual it should be there (as usual)
An alternate solution might be if you use the find it mod..
With the Home key you get only access to an object browser for direct placement of all kinds of objects (including spawning points, invisible roads).
Nothing more.
This used to be an interesting feature a year ago but since prop placement has become part of the vanilla game and since the "find it" mod offers the exact same functionality, you actually don't need the home key in developer mode anymore....
There is also a bug with the object browser in developer mode: if you close this window you cannot reopen it anymore during the same session, no matter how often you press Home.
Another reason, to use find it instead...
