How to level up specialized industries buidings?
Hello, I have already 50k population in my city, growing economu, educated citizens, but my specialized industry buildings are still on lvl 1, (farms, mines etc.) How to make them proggres to the next level?
I have already put taxes at 0%. Still nothing.

Cargo harbour? Freight trains? Highway connections? Cargo airport? All of the above will help boost your exports - and don't forget, you can add extra exit/entry points (at least for trains) by simply running a railway line to any border and creating a new route the whatever you choose to call the new link.

THank you for your answer! I will try then. I have read also that these buildings are bugged sometimes. Do you also have a problem to level up these buildings or everything works right when you play?
Am I the only one still having issues with this? I have only 6% tax on specialized industry. I have cargo lines going in and out of the city via harbour and cargo train station. I have enough SI buildings to have a surplus so I am definitely exporting raw materials. All SI buildings have max employement and are operating at +115% efficiency but for the life of me they will not level up. Most of my regular industry buildings are above level 3 at this point but all SI are only level 1. What am I missing?
I wonder if Specialized Industry isn't really designed to level up... Industrial Levelups are based on Profitability of the company in that location.

The problem is that if I am remembering right from the early days dev blogs, the Specialized Industries automatically scale up/down their productions/staff (and thus profitability) based on the needs of your city. Rather than just producing & selling massive tons of exports for ridiculous incomes.

If they are supposed to be exporting, I haven't seen it. I have only seen them send stuff around the city even when the Production page tells me I am making 30t or more surplus.
