@Amroth: How do your farms get their products out to industry? How far do they have to travel, etc? And, how does your industry get their products to commercial, and/or off the map?

I think therein lies at least part of the problem. I've monitored it, and NONE of the specialized industry send any vehicles out anywhere. The roads are filled with only the private vehicles, and the occasional "delivery van" delivering non-raw materials.
I have seen a total of 3 semi trucks delivering things in my 16k population playthrough. One was delivering mail to the post office, the other 2 were importing grains into a warehouse.
Absolutely no other cargo traffic. (This is in Vanilla)
I hate to start a new build but i am thinking the distance has to be extremely short to the Industrial shop that refines it?
Otherwise it is a bug.
