What you can do is...
a) Be risky and hike up taxes (guess you already tried that)
b) Delete all parks and make people less happy
c) Wait for a patch
Why turn your back on them when they just want a job and home in the city they love? Seriously.
Until then I'm still convinced that the vanilla game teases the player to find real life ways to deal with the problem and make it a net gain for all.
The changes I made to my vanilla city has all but eliminated homeless unemployment and made it very hard for me to find any homeless people and when I do they have a job now and expect will find a home shortly.
The cost to me was several hundred thousand in population (likely homeless) which I expect will return over time. I just don't need them to come back as homeless so education and jobs becomes more important right now.
Just because they are still in the city should tell us they want to be here and will eventually accept the education, job and home you offer them. Kicking them out with a mod helps no one even less so the player using it.
I did full investigation on this and for my city, THEY eventually move out, find a job and keep working AS homeless, and or they die of old age out in the streets.
I actually feel sad. LOL.
Anyways um, they don't hurt the city. They just dwindle slowly till the end of life and still do stuff randomly. Some just stand there till they die.

The worst thing to do is mod the function out of the game.
