If you have an Intel 13th or 14th generation, then this might be the culprit.
This isn't a new thing but it is coming to a head. My MSI Z590i Unify board had a obscene TDP of like 4000W to sustain high boosts for prolonged times. My 10900K on a Z590 Gaming Carbon Wifi had the same issue. I have had to go in and adjust the TDP down to what my AIO and custom loop respectively could handle. I also had to undervolt to keep the heat down even with the water cooling to manage the heat.

Changing a handful of BIOS settings is unlikely to work. I assume you have updated to the latest BIOS. The Intel Default Settings Performance or Extreme are groups of settings that vary between the two options. Pick Performance to start with. Do not run any software that overrides the BIOS settings. Do not manually change any settings in the BIOS.
Ensure you have the latest chipset and ME drivers for your motherboard.
One user with similar issues to you solved it by changing out their boot SSD, so don't assume that it always the CPU that's to blame.
There is at least one game where starting it results in a crash with the error 'Unhandled Exception: EXCEPTION_ACCESS_VIOLATION'. The cause of this error is the use of MSI Afterburner.

tldr: Don't flash your bios for just one game's issues, try something more simplistic first, like capping fps or lower the monitor refresh rate.
I am running stock speeds on my AMD CPU and the game worked 72 hours ago and now won't load past starting screen without a CTD.
Edit: what is your cpu and gpu temperature when starting the game?
