Report a translation problem
Someone told me in another post that they apparently still simulates what they are supposed to be doing (if you click them and look at the activity like "going to work" or "shopping" or whatever.) so you still get taxes from them if you were supposed to.
This is different, but might be connected to the homeless bug.
But all homeless people have the homeless tag on them, a lot of those zombies just standing there are not homeless..

Due to how badly the game performs though I had the idea of de-zoning huge areas in favour of other zones to unlock buildings. Worked somewhat but it has created thousands upon thousands of homeless.
I might give the mod a go ty.
