Unplayable on an i5-13600KF with an RTX3090
Only bought it very recently because I had seen all the negative reviews, deliberately waited a while and hoped that the biggest problems would be solved. Unfortunately not.

When opening the game - and still present in the menu - all fans of the RTX3090 shoot to 100% (and that is quite a sound, feels like a Boeing 747 taking off right under my desk). So here I am not even in the game yet. I already put it in a window but this had no effect, changed all settings i found online (vsync an all that), no effect. I also see the CPU temperature at +/- 80-90 degrees. Once again - in the menu!

Only when I heavily underclock my video card to 150 watts can the game be opened, but the sound is still inaudible.

I have built several cities up to 2m pop with a 13600k and a 3080, you should be able to do even better. Currently my new city just hit 1M with it, no fan noise at all.

Of course it gets slow around 800K but remains playable well over 1M.

To get the fans to settle down set your "Frame Latency" under "Options/settings to 1, default is usually 3. Most people who complain about fans don't know about that setting.

It will reduce your frame rate but get over it, frame rate is the last thing to fuss about. Then go in and check your fan curves to match temps, all should be good if you have a decent cooler. I use a 280 AIO on all three of my i5's which is a very good match for that CPU.

I use water cooling and my CPU does not exceed 40c, which works fine. It's the GPU.

I have also adjusted the frame latency, without effect.

OK, then go into windows control panel performance settings and change fan mode to balanced.

And you checked and reset GPU drivers? And set CS2 Game mode.
If your case fans are insufficient or backwards GPU will get hot. Positive pressure is always best in a gaming case. More air going in than out. Must have cool air going in not just hot air going out. Common mistake is all fans blowing out, GPU has no fresh air and gets hot.

BTW, the fans always seem to go crazy when you start a new game or in pause, but for some unknown reason settle down once the game get moving.

If you check GPU load in TaskManager you'll see that it's about the same in the main menu and in the actual game. That of cause makes no sense but that's what it is.

a) i run Arch Linux
b) i dont want GPU to melt, no. They go crazy for a reason.

As i mentioned i have watercooling, so 3 big fans in the front and i have two extra in the back. I have no issues with any other game except for this one.

The 3 fans in the front. Are those cooling your radiator or are they seperate (just too cool the case)?

It seems that you’re referring to the GPU based on your responses.

Should your GPU experience unusually high temperatures it would indicate a potential issue with its cooling system.
This isn’t related to the game itself, as the game can only utilize up to 100% of the GPU’s resources. Normaly your GPU should be capable of operating at full capacity around the clock without hitting such extreme temperatures. I had a 3090 before myself and it never even hit 75°C even if the room temperature it was in hit 30°C in the summer.

That you see 100% utilization in the menu is because they did not frame cap it, so it runs 120frames and more.
But again if your GPU reaches such temperatures under any circumstances something is wrong with the cooling.

get high end pc, have no idea how to control it... yea, not like you are playing on 900 fps in menu, but who cares

Are those three fans blowing cooler air Over the radiator IN to the case? Then yes.

But you should optimise other fans to maintain a positive cooler air pressure overall in the case. This allows optimum cooling for all hardware especially GPU and keeps dust from getting inside the case through cracks and drive bays etc. GPU needs actual fresh air from the positive pressure in the case not hot air trying to get out just getting sucked back into GPU. More air going in than out equals cooler internal temps overall and less dust under mobo etc. The AIO takes good care of the CPU but the GPU needs a fresh supply too.

I have a 360 AIO liquid cooler pushing air into the case through the front panel and, effectively, an open vent at the back of the case. I also have three 120mm fans blowing air up from the bottom of the case and then through the same rear vent in the back. My 4070 Ti still gets warm and there is fan noise as the case isn't sound deadened (deliberately), but it isn't a jumbo jet in terms of volume.

It may also be worth checking that your PC electronics isn't covered in dust. Even with filtration, dust has a habit of depositing itself on the motherboard and GPU. This will definitely cause a temperature rise. If it is dusty, blow some compressed air over it and make sure you blow all of the dust out of the case. I use a workshop compressor periodically on my hardware but an aerosol can of compressed air may be enough.
