If you’re using Steam, you need to:
Right-click Cities Skyline 2.
Go to Properties.
Stay on the General Tab.
Under Launch Options, type -developerMode.
Close Properties.
Launch the game.
Once in the game, with your map open, you need to open the Debug Panel and click on the Climate tab. Then click on the appropriate boxes to control the appropriate items.
There's a hot key used to open the Debug Panel. But I forget what the default setting is. If you open the options panel and click on the Input tab. Then scroll the whole way to the bottom. You will see the key option for the Debug UI. That's the key you need to press to open the Debug Panel.
Thank you for mentioning it. I just enabled it. If it works as advertised, it will eliminate the annoying need to change the settings every time I load a game.
Now all I need is a mod to control building icons and I won't need the Debug UI anymore. :)
