I think that's a good assumption. And honestly, a good choice by the devs. They can patch stuff later. If Unity's new monetization would kill the game, it's better for them to release now and patch later rather then release later and the game dies because of Unity's pricing.

they're releasing it because they want the money now.
they couldn't keep a lid on the bad performance, it was becoming way too obvious that the game runs like a dog, and they wouldn't be able to stop people finding out about the lack of steam workshop.
they probably also know there's not much more they can do to "optimise" the game, so delaying would be pointless.
remember that the console delay is likely because performance is so bad it won't pass the certifications. there are no certifications on PC, you can release any old heap of crap.
At somepoint you just have to suck it up and release, because the bag of money you had for developing the game is empty.
