I struggle with water pipes
I place my sewer dump at the waters edge and try to hook up a sewer pipe from the sewer outlet to the pipes on a road in the city and keep missing, I thought that the pipe snaps to the roads or the water pumping station but more often than not I end up with the unconnected pipe icon and can't get it to connect. There's got to be something really simple that I'm overlooking but what?

I have the same problem!
It pretty much snaps. Maybe the depth of the pipes?

I just run a narrow road across the land side of the pump - just enough to go either side of it, then run another narrow road up to the road network. Sort of like a small T. Works for me.

...make sure you are connecting to a road pipe network. It does NOT play well with the building pipes...which, honestly makes sense.

And it does snap. Poorly, to be fair. Best bet is to zoom in as close as you can (until you get the hang of it) and make sure that you see a connector between the utility you are trying to hook up and the existing utility. It DOES show the connector, dark grey of course and wonderfully hard to see, but it is there... And then just play battleship with the utility to get that hit before you click to lay it.
