So for whatever reason, using freight overrides the dedicated sorting office and limits your mail sorting rate to the limit of your freight connection. I hope this makes sense.
I had a post box on literally every corner, loads of post offices, and all buildings were red, complaining. I then got annoyed and built like 20 post offices in one go and another sorting offices, still no vans.
Found the freight connection was sorting mail and it seemed to be overriding the sorting facility. Deleted the buildings, and freight lines. Saved, reloaded, fast forwarded and slowly my whole city was green with an abundance of post sorting ability.
People who say have loads of post boxes is the fix, either don't have a big enough city or are not using freight connections, but seem to insist they're right.
You must do everything in order and stay consistent as you grow...
Here are a few tips that may help you get back on track.
- First, make sure you have a mailbox on every second street, do this from the beginning and never let up. Always keep an eye on the mail info view and make sure all of your streets are BRIGHT GREEN, always, every single street. This is called coverage and can only be managed by placing mailboxes. If you have any streets that are not BRIGHT green the whole system fails. It all depends on mailboxes. Same goes for buildings, they must be BRIGHT GREEN as well, Red and yellow buildings also fail the system. How do you get the buildings Green? Read on.
- Next, the post offices. Always use the "PostOffice" $250,000, NEVER use the small one. Max them out with at least one of each outbuilding. Keep an eye on the demand slider in the info views, add post offices to keep it in the green.
- Next up "Post Sorting Facility" you will need one of these at least at the 100,000 pop level and then one more for every 500,000 population. Always max them out.
- Cargo train terminal, with extra storage, you will need to add another at about 1,000,000 population.
- Cargo harbour with storage, only one needed until your city gets past about 2,000,000 population
- Next is a cargo airport with storage expansion. You only need one until you get way past 3,000,000 people.
- Finally the international airport.

This second screenshot shows how I need more work on my city because I now have a small group of red buildings. Note the info view also tells me I need to bolster mail service as it has fallen out of green. Time for another sorting building to fix that. I'll plop it way off to the left in that undeveloped area. You can see the existing ones all over the map, those are the BIG pink buildings.

I think the sorting facility only interacts with the post offices, not with the mail boxes or direct delivery. Therefore post offices are always needed too. All three: post offices, mail boxes, sorting facility
A properly functioning mail system requires a solid foundation using all of the postal tools. They must be set up and applied correctly. After that foundation and expansion routine is established only then do you need and equally efficient transportation system to and from the outer world. Fail on transportation and all your efforts to set up the mail system foundation will be thwarted by flawed transport. Just like everything else in the game you cannot ignore the world outside.
There are only three postal tools in the toolbar so success is pretty logical as long as you ignore the small post office after your city becomes profitable. Its only there to get you going and should be replaced or deleted for continued efficiency.
Having said that, the critical foundation items of; #1 mailboxes, #2 Post offices and #3 Sorting that must be applied and maintained in that proper order. Without those three basic items functioning correctly the system will always fail leaving the frustrated player to insist the system is bugged. So do not discount the importance of either one of those tools, if you do failure will result and have you screaming BUG and giving up entirely and think a Mod fixed it. The system is not bugged.
Your problem will soon return even worse until you rebuild an efficient cargo train terminal.
If you are using any mail mods just carry on in peace. The mod just ignores the game's mail logic.
1 - If your mail servicing is broken for some reason, just keep one post office that is close to the center of your city, and delete the rest. Do not delete any mail boxes for now. And keep at least one mail sorting facility.
2 - If you're just starting to build your city, place a small post office first, then upgrade it when required. It could be interesting to place it at the center of your city.
3 - Place mail boxes in the green zonings only (houses areas), so that the streets get green, meaning the coverage of mailing servicing is good enough (if not perfect) in those housing areas. But those mail boxes won't be necessary in blue and yellow zonings, because the mails will be collected by the post office vans in the shops and industries directly.
4 - Place a mail sorting facility close to your post office if you can, and upgrade it immediately with automated sorting. Extra vehicles, most of times, won't be necessary at this stage.
5 - Change your little post office for the bigger one when you can, when you like, or when the little one has reached maximum operating capacity. Upgrade this bigger post office with the more vehicles than you can. Extra storage won't be that necessary at this stage.
6 - The mail sorting facility will only send 2 first trucks/semi-trailer after your post office has collected 50,000 mails (2x25,000).
7 - Having enough housing nearby any shop, industry and facility is very important if you want those stuctures to work properly (at 100% of capacity) and with even a small bonus (around 110% and more).
Regarding mail delivery (inside and outside the city):
1 - It is often reported that ports, airports, and train stations could badly interfere in the mailing system, simply because their transports, including vans or trucks/semi-trailer are inefficient. Like... not working at all sometimes! For instance, international airport keeps having 25 tons of mail to deliver to other cities, and no truck at all doing any job.
2 - The mail sorting facility is the key structure in the delivery process, and it will send one truck to deliver every 25,000 sorted mails to your post office (having many more vehicles asssigned to that post office will greatly speed up the deliveries). But sorting that much mail takes some time! That's why it is very interesting to immediately upgrade this facility with the automated sorting, right after placement. And pretty sure you won't find necessary to add any vehicles to it.
