Specialised industry won't level up
I've read various threads on here but my specialised industry just isn't levelling up from 1. Other buildings are, but no matter what I do - easy access to cargo terminals for export and import, lowering industry taxes to nothing and even minus, making travel really easy for exports/imports for them (cargo terminals close by). I note they are always fully staffed, and efficiency is always 115% or thereabouts.... I'm not using any mods that interfere with this side of the game... are there any tips? In particular I'm using grain and animal specialised industry.... and yes, all my farms are on very fertile ground.

Is this a bug, or am I doing something wrong? How long should I be waiting?

It's a bug, been reported a while ago already in the Paradox Bug Forum where all such things belong and where the devs want them submitted. That said, there are hundreds of bugs reported, but yes the one you mention is one of them.
What production surplus or deficit does your city have for grain and livestock? If you have too many of them for your regular industries to consume the output, then the price of grain and livestock will be low and the farms can't be very profitable even if taxes are low. Unfortunately the game doesn't directly show you what the price of goods is, so you have to just guess based on the production stats.

Some of them do level up, probably depending on the main company wealth. Typically it seems to be easier to get them to level up and be profitable later in the game when the industries have more stabilised income. But yes, pretty sure it shouldn't work like it does. Also, building too many same resource areas next to each other causes them to change company every second.

Yes, it is a bug. I've done massive subsidies (negative tax) on specialized industries and let it run at 3x speed for an hour, no change. Despite my industry efficiency over 150%

I've changed the size of the industries, created industries in various land value prices, changed the amount of commercial, taxes on commercial, have outgoing cargo connections (land/air/sea), etc. all sorts of different things in vanilla. No change.

I've installed mods to up the export price, no change. I havent been able to find any workaround on the forums, steam discussion, youtube as of yet.

seriously why does this game still have so many bugs??
