Is it worth it yet?
I bought the game at release, but decided to refund it after it just wasn't what I hoped. I was considering if it was worth it to try it out since its been so long. Are the major bugs gone, is it a actual city "simulator" now, or is it better to wait another year?

You did the best thing, try it and see. Personally I like it and a lot of the updates/packs have def improved the game.

Tho this isn't the best place to ask that question, since the steam forums are wildly mixed and prob wouldn't help you.

Perhaps try it again and refund if not for you? That would be my best advice

It has so many outstanding issues. It seemed pretty stable, the last time I tried it, but half the service buildings don't appear to make any difference to anything, and once I worked out what was filling by boot-drive (this POS software) I uninstalled. Completely unacceptable that it forces 50gb (and counting) of poorly compiled asset slop into AppData. Borderline malware.

If you keep a small, ultra fast system drive (boot, core programs etc) then this game is simply incompatible with your system.

If the reason you refunded has been fixed then go for it, if not, then don't go for it.

Still nowhere near as fun or functional as CS1.

I wouldn't bother it crashes before it loads now. I've not played for months and none of the fixes recommended on chats work at all.

i played 100 h in cs2 and then i tried cs1 for an hour.. I have to agree that cs1 for some reason feels better.
It's got a lot better, but still has at least another 2-5 years development before it achieves what it pretended to be on release. That being said, I actually enjoy playing it now thanks to region packs (more assets), the recent patch (better performance and fewer crashes), and community code mods (new/improved features).
I can't even place sand to make beaches a year and half after release. (There are some mods, but they are really cumbersome!) Maybe with supposedly upcoming DLC that provides a "maritime district" or something... Same as with the first game, CO seems to somehow not be a professional outfit capable of prioritizing things to make a good game. Modders saved CS1 and I'm afraid CS2 may never amount to much at the rate its going.
