new map, nothing in it and having water overload problems.
just started a new city.
in the center of map,
i placed a nuke plant and all the garbage plants.
in another section of map i placed an international airport.
that's it.
i placed an advanced water pumping station.
got a "facility overload" nothing is getting water...
added 6 water pumps.
still overload.
so i adjusted the land so each pump gets maximum water.
no change.
added more pipe connects.
added several sewer outlets.
why am i getting an overload problem at water facilities when there is nothing in my map.
why are the buildings not getting water?
what am i missing?

i tried shutting down all the water plants to see if that's what they meant by overload, but no. and when you hover over the notifications it says 'building cannot pump enough water to match current demands'. how is that possible if there is nothing in the map?
Nuclear plant uses a lot of water. Make sure all pipes are connected correctly. Also, if you use ground water pumps, note that one ground water area can only support so much, and with several pumps you can drain it.

Edit: Plant can't make electricity without water, pumps won't operate without electricity. Make sure you got some "seed" power for the water pumps to ensure they work to start the nuclear plant.

i have an incineration plant i had shut the nuke plant down already because it needed lots of water in another city, but i only added 4 pumps to solve that problem in a city with 75k. i really thought what you said was going to be the solution but
nothing in this city is lacking electricity.
as for pipes, i made several connections all over and lots directly to the areas with buildings. there isn't a lone pipe going to any areas.

after adding pumps closer to building that needed it, it worked temperately. i finally bulldozed the nuke plant and the problem went away. putting it out of service wasn't enough. don't know if there's a concept behind having a nuke plant with no customers.
